Previously, the payback for storage was viewed as being through price abritage, i.e. charging a battery when electricity is cheap and discharging it into the grid when energy is expensive. The thinking around this has changed somewhat and now a critical revenue stream for energy storage is through the provision of contracted system services to the grid operator or TSO. The DS3 programme on the Island of Ireland sets out tariffs and auctions for the provision of system services that can be provided by energy storage devices. These services range from millisecond response (Fast Frequency Response; FFR3) out to responding in a number of hours (Ramping Margin).
CCL has expert knowledge of the System services market and has participated actively in the consultation process in its design. CCL has modelled system services payments and has consulted on auctions and gate application for system services procurement contracts. CCL has also modelled and advised on the most efficient route to market for storage and has identified key paths to reducing lead time and costs of commissioning.
